Guide for Dog Registration in Wuhan!

（1）Jiang'an District, Jianghan District, Qiaokou District, Hanyang District, Wuchang District, Hongshan District, Qingshan District, Wuhan Economic and Technological Development Zone, and Wuhan Donghu New Technology Development Zone in Wuhan are restricted dog breeding areas.

（2）Dogs are prohibited from being kept in the office service areas of government agencies and hospitals, teaching areas of schools (including kindergartens), student dormitory areas, and collective dormitory areas of units within the administrative area of Wuhan City.

（3）Individuals within the restricted area are only allowed to keep one dog per household, but it is prohibited to keep strong and large dogs. Dog owners should meet the following conditions: 

1. Have legal identification documents; 

2. Having full capacity for civil conduct; 

3. Having a fixed residence and living alone.

When individuals apply for dog registration, they should submit the following materials:

1. Dogs raised by dog owners;

2. Identification documents;

3. Animal quarantine certificate;

4. The dog ownership obligation guarantee letter signed with the residential (village) committee or the owners' committee where the residence is located.

Handling process

1.Enter the WeChat account "Ping'an Wuhan", click on "Affairs Handling and Certificate Issuance" in the bottom menu bar, then click on "Dog Keeping Services" to open the "Dog Keeping Appointment Registration", and fill in the registration information and appointment registration details.

2.After the dog licensing application is approved, you will receive information about the appointment time, location, and contact person for obtaining the license via WeChat. Please go to the designated location at the appointed time to process the dog license.

3.Go through the relevant procedures for obtaining the dog license at the licensing office.

4.Collect the dog license from the designated location or by mail according to the licensing notification.

Dog management service fee

The basis and standards for the dog management service fee are as follows:

1.Charging basis: stipulated in the documents numbered E J F [2008] No. 164 and [2016] No. 99 issued by the Hubei Provincial Price Bureau and Finance Department.

For individuals keeping ornamental dogs: 300 yuan per dog for the first year; 200 yuan per dog for the second year.

Within the restricted breeding areas, dog owners shall abide by the following regulations:

1.When taking a dog outdoors, they must bring the dog registration certificate, put the dog on a leash, hang a dog identification tag, and have the dog led by a person with full civil capacity, giving way to the elderly, the disabled, pregnant women, and children.

2.They are not allowed to take dogs into restricted breeding areas or areas where walking dogs is prohibited as determined by the municipal or district people's governments, as well as into government offices, hospitals, schools, museums, memorial halls, libraries, stadiums (gyms), theaters, shopping malls, and waiting rooms (for buses, ships, or planes) within the restricted breeding areas.

3.They are not allowed to take dogs on public transportation except for small taxis; if taking a dog on a small taxi, they must obtain the driver's consent and put a muzzle on the dog or place it in a dog bag (cage).

4.When taking a dog on a public elevator in a residential area, they must put a muzzle on the dog or place it in a dog bag (cage).

5.Personally owned dogs shall be kept within the owner's residence; dogs owned by units shall be kept in a pen or on a leash; guard dogs shall be led by handlers when patrolling their designated areas.

6.Dog breeding shall not interfere with the normal lives of others or damage public facilities.

7.When the animal quarantine certificate expires, they must take the dog to the local animal epidemic prevention and supervision agency for a rabies vaccination.

8.When taking a dog outdoors, they must carry cleaning tools and promptly remove the dog's excrement to maintain public environmental hygiene.

9.Dogs that are no longer wanted and have no one to receive them shall be turned over to a dog shelter or inspection site.
